Anonymous on "Fine for attendence below 90%"

I am an enginerring student from Pranveer Singh Institute of Technology kalpi road,Bhauti Kanpur.
I am highly disappointed by college Fine policy.
We are giving huge amount of fine for attendence below 90%, whereas the attendence percentage suggested by the govering U.P.T.U. University is 75%.
They are not even giving us any proper reciept after the submission of the same.
They include this in OTHER DUE (ON PAPER).
please help us
