Anonymous on "Reliance post Paid GSM."

This is Jaiprakash M., I had used the reliance postpaid connection(9590666079) for almost a year and then I asked the customer care to deactivate my account as I was moving out of Bangalore. I had also written them a mail asking for deactivation and the balance so that I can pay it and close it. I did not get any response from their end and after 3-4 months I got a call from their legal team demanding a payment for 3 months. My tariff was 599+taxes and so they asked me to pay 1600 odd rs. I told them the entire issue and also, told them I'd pay only 750 as that was my last bill before writting them for deactivation. However, they were adamant that I have to pay the full amount. I told them that I would go to the Consumer court if they harassed me any further then they asked me to pay atleast 1000 as my full and final settlement. I did so and also received a confirmation mail from their end(I still have the mail proof). After a few months, recently, I got another mail from their end which had the hearing date against me in the civil court. I wrote the mail back to them attaching their confirmation mail to it. I visited Reliance Webworld for another postpaid connection and I was shocked to kow that there system is still showing balance payment on my name. The webworld guy warned me to take the postpaid connection saying that my number will get barred after activation and I would be forced to pay the balance amount.
I want to know the procedure to file a written complaint against such a misconduct.
Please help.
